From what I can find Papyrus is a fairly simple object-based language with limited functionality that Bethesda made for the Creation Kit. There are a few indications that, since it's simple and object-oriented (like C+ is), that it's a good way to learn programming fundamentals before wading into C+. I took a programming course with my high school classes (the through-the-mail ones) that covered basic fundamentals but no actual languages (much to my disappointment), but have forgotten most of it so a brush up wouldn't be a bad idea.
