I'm writing a VDC interlude in which the Time Trippers go back to when Hill Valley officially became a town. Problem is, I have no idea how towns officially became towns back then. The story's set in 1855, just 5 years after California became a state. Anybody know anything about how a town becomes official? Do they just say, "We're a town?" Help please.

I am pretty sure it has to do with the population, though I don't know, offhand, how it breaks down. You could try looking that up on Google or something with the proper key words.

(I feel like a jerk that I don't know this, too. In college a few years ago I took a class called "History of the City" and it seems to me this was covered briefly in it.)
